if & vlook up

need help from experts.

formula
=IF(H7=(VLOOKUP(H7,AIR_FREIGHT,1)),IF(I7<=50,I7*(VLOOKUP(H7,AIR_FREIGHT,3)),IF(I7<=100,I7*(VLOOKUP(H7,AIR_FREIGHT,4)))))

h7 = is Airport
AIR_FREIGHT = range with Airport name & prices
I7 = weight break

purpose is when Airport name & Weight is given it should return with a number.
but i am always getting "FALSE"

where i do wrong?
