CSV changing number to date

Hi forurm
I am pulling Bill of Material from an old ERP to imort to a new one, expoting from Access to Excel to let the data load as CSV, but the products (i.e 04-2649) are changing to date format. I have tried all the obvious things like using a (') before the 0, changing to text, loading it through OpenOffice Calc but nothing works. I have done this loads of times but never had it not work using one of the processes I have mentioned, if anyone has been in this situation and got around can you please let me know what I am missing, even try unsing code 04-2649 as an example and see if it works for you.

Inserting a ' in front of the zero produces

'04-2649

(Excel 2013)

Changing the .csv content to
="04-2649"
results in left justified (text) cell of

04-2649

I should have mentioned I am using excel 2010 just incase that might have anything to do with it as it always seemed to work on 2007.
