The Excel part isn't your problem. That's going to be easy. You need to think very thoroughly about what your overall complaint management process is, what data you need to capture for each complaint/incident, who is going to be entering the data (One person? Many people?), and what kind of reporting needs to be done. I have done this a couple of times but my examples are useless unless we know what your requirements are.
Off the top of my head these are examples of what data you might need to collect/track. You might need a lot more depending on the nature of your business:
Person filing the complaint
Person taking the complaint
Date/time of complaint
Date/time complaint is entered
Description of complaint
Category of complaint
Person assigned to resolve complaint
Date/time person is assigned
Date/time complaint is resolved
Description of resolution
Reporting:
Aging of complaints
Distribution by category
Resolution speed by assignee
Volume of complaints submitted by day/week/month/year
Complaints submitted compared to complaints resolved
Number of open complaints vs. time

This is very much what I am looking for!
The data you mentioned and the reporting possibilities are also in line with what
I was thinking about. Ofcourse there will be changes but that is only good to
improve my VBA skills.
So when you could send me an example I would be very gratefull.

What part do you expect to need VBA for?
By the way you show that you are using Excel 2003. That's pretty old. Microsoft no longer supports it. I'm going to provide a sample in xlsx format. Do you have the free converter?

Sorry for my late reply but I thought I had posted it before, but something has gone wrong.
I am using Excel 2010! Must be wrong in my profile.
The VBA is needed to fill the database and to make a number of reports. Pretty much the topics
you mentioned before. As said before I am not very skilled in VBA so anything you have is welcome.

I should also add that we decided that Excel is not a good tool for this and we developed a custom web-based solution integrated into the system it supports. Depending on the volume and complexity of what you are doing you might want to consider a commercial product like JIRA or Desk.com.
