Transpose values

Hello support group,
attached the before and after file.
Here is my issue. I have a file in this format with cities in column A and then count across other columns
Name Q116 Q216 Q316 Q416 Q117 Q217 Q317 Q417
city1 10 20 30 40 50 60 70 80
city2 1 2 2 2 2 3 4 5

I need my new sheet like this
city1 Q116 10
CITY1 Q216 20
CITY1 q316 30
city1 q416 40
city1 q117 50
city1 q217 60
city1 q317 70
city1 q417 80
..... same for city 2

Please help!
