How to enter text in a cell without changing the Formula in Excel

Hi All ,

I am trying to make an excel spreadsheet where an user can manually enter a data in a given cell if the selection is "NO" ([ please refer the image ]
However , if the selection is YES , the cell auto populates according to the formula which I have entered.
I don't want the formula to be deleted once the selection is NO and can manually enter in that given cell.
