    excel formula question

I have Vista. I'm not even sure where to look to see my excel / microsoft version so that may give you an idea of my working knowledge of my computer.

I have a little bit of knowledge on using an excel sheet. Basic stuff. I use it to track time off available. The time on my worksheet is different than the time in the timekeeper. They do time coversion. For example, 19.63 hours on my timesheet would show up in timekeeper as 19.38 hours. I want my excel sheet to match the timekeeper. Is there a formula for this?

Say 19.63 is in box E3. What formula (if there is one) would I type in box F3 to make 19.38 pop in there?
