Can't move between cells using arrow keys

Excel 2011 for Mac:
When using arrow keys to try to move between cells, the whole page shifts in the direction of the arrow key but the cell stays highlighted. This used to work before but I must have changed it unintentionally.
Please help, I have a lot of data entry to do and it is very slow and frustrating to having to click my way through spreadsheet.

Look at scroll lock

Cmd-F14
or
From F12 key + 2 keys to the right
