Tools/ Options/ Edit
Make sure "Fixed decimal places" is unchecked.

If you want to make it do that, dave, try Tools/ Options/ Edit:
"Fixed decimal places" checked & set to 3.
And, as far as I am aware, setting the numbers format for the cell won't
cure it.
The cure, if that is the problem, is to clear the "Fixed decimal places"
check box.
