data validation-How do you unlock cells?

How do you unlock cells so you can type directly into a cell that contains a data validation pull down menu? What gives?

You will have to remove the data validation as it is using the 'list' option
which only allows selections from the list

    Data>Data validation...>clear all

Turn off the Error Alert in the DV dialog.

If you have a data validation list, you can type a valid entry, instead
of selecting it from the list.
If you want the list, but you want to be able to type other values in
    the cell:

    Select the cell
    Choose Data>Validation
    Select the Error Alert tab
--Remove the check mark from 'Show error alert after invalid data
    is entered
--OR, in in the dropdown list for Style, choose Warning or Information.
