Unable to change colors of business newsletter template

I feel like an idiot even posting this, but I cannot figure it out for the life of me. I downloaded the "Business Newsletter" template for Word 2007. It has a green background that I have been trying to change to blue. Also, the titles are underlined. I can change the color of the font, but not the line. For instance, the first page of the newsletter has a section titled, "Content". It has a green line. How can I change the color of this line from green to blue? Thanks in advance if anyone has time to help me with this. Any additional information you need I will quickly provide. Thanks again.

This is the newsletter. I've figured out everything but the gradient box at the top in the background. I've tried just about everything I can think of the change the color. Thanks so much for your reply.
