I have attached how I'd like the newsletter to look like, but those lines that divide the page are causing me problems. When some of the text is deleted or copy/pasted then the lines get deleted or copy/pasted too. If possible, I'd like to lock the lines so that they cannot be moved or even removed.
In another file that I didn't attach, I attempted to make a 1 row, 2 column table and the line down the center couldn't be deleted. The problem was that when I was typing text and it got to the end of the page, it would continue onto the next page in the same column, instead of switching from page 1, column 2 to page 2, column 1.
Any input would be greatly appreciated.

Excel 2007 :
Delete all those lines you have created
Make lines from :
Insert | Header | Edit Header
In Header and Footer editing, Insert the line you want it STATIC which undeleteable and unmovable in standard text typing.
Close the header and footer editing, the line should not be affected by copy paste or something similar
