Is there a way to create a formula or macro that will provide the average over a set time of a single Excel cell that is changing value about once a second?

This appears to be an Excel question rather than Access, so I will move it if you confirm this.
In the meantime, how is the cell being updated? It cannot be done with a formula, but depending on the update method can be done with VBA.

the cell is being updated by a signal that is imported from an outside source. It is like a temperature transmitter and the temperature goes up and down. I want to create a rolling average over some specified time and report the average value and whether it is increasing or decreasing.
