I have noticed the same issue on my network - it's a real pain, but there is a simple work around. You can solve it by doing the following:
Create a shortcut to the db.
Go into the shortcut's properties
In the Target box put:
"C:\Program Files\Microsoft Office\OFFICE11\MSACCESS.EXE" "N:\yourpathname\yourdbname.mdb"
In the Start in box put:
"C:\Program Files\Microsoft Office\OFFICE11"
Once you set the shortcut, give the shorcut to all users. This will essentially open Access, then open the db, which is what you are doing manually to overcome the issue.
I use Access2003, which resides in OFFICE11. If you have Access2000, I think it was OFFICE10. Regardless, that reference represents the path where the Access executable is.
