MS access if exist update , else append table.

Hi all,
For some reason, this code below won't work, I tried to figure it out but it seems I am missing something.

Thread can be closed I guess because Access does not have stored procedures. 'If Exists' is T-SQL feature. However is it possible IF ELSE ?
I will leave it here for future researchers
