Live Update results to web

I would like to upload updates from excel to a webpage. Is access a program that would do this?

It depends what you want to actually do, can you explain a little bit more?

I want to create a live update of results for live horse events to be posted on a webcast page. The spreadsheet I use would have the order of go with the names, and as they are running I will input their times. Then I would like to have a second spreadsheet that would take the times/scores and put them into a placing order. This page, I would like to have upload to a web page. This can be done live(automatically) or on demand manually.
