Trying to create a Risk Matrix

I'm trying to create a risk matrix like the attached example. I want to be able to enter a value and to have it to appear in the right quadrant. Any advice?

You would need to enter two values (X and Y) and use Scatter Dots Graph

Thanks, I was able to figure that out but I couldn't get it to work.
