Create a fill based on percentages

Hey forum,

Is there any way I can create a formula that will adjust the color of a fill based on how close a specific bar graph is to a percentage (ie over 60% turns red). Also am I able to take a picture and insert it into a chart as the bar graph (similar to a thermometer filling up)? I don't want to do a basic picture fill but fill in an actual image.
