How to plot a range of y values for one x value -- see attachment

Please see the attached representation of the desired plot. For 2011 - 2014, there is only one y value for each x value. However, for 2015 and beyond, each x value is associated with a range of y values--in those cases, I would like to plot the range minimum, the range maximum, and possibly a vertical line to connect the min and max. Can this be done in Excel 2010? I'm not certain how to set up the data in order to produce such a plot.

    Thank you!

Thank you, Andy! Your solution worked perfectly! However, when I attempt to add another series of Actual values to my chart (so I have Actual values for Company #1 and Actual values for Company #2--the Goal ranges are the same for each company), adding the Hi-Lo lines to the Goal values also results in adding Hi-Lo lines that connect the Actual values of Company #1 to the Actual values of Company #2, which I don't want. Is it possible to add the Hi-Lo lines only to the plotted Goal values and NOT to the plotted Actual values? Thanks again!

In that case you will need to use a different approach.
You can use Plus error bars using Custom values.
