right side border of chart missing

I have an excel chart that I am converting from VBA to VB.NET. I am new to excel charts so bear with me please. The right border line of the chart used to be there when it printed in VBA but is missing when I run it in VB.NET. I attached the chart to this post. Here is my code.

Try adding border to the PlotArea.
