I have a line chart which I didn't produce but am I trying to understand.
Please see the attached file to see the chart.
My query is, why is the first part of the line blue? I'm hoping its showing progress driven by a date but not sure how that works.
If it isn't showing progress, then how would I make it so it did?

Your chart has 2 series.
The solid blue line refers to 'Tactical - PB to WG'!$CV$49:$CV$113
The dashed green line refers to 'Tactical - PB to WG'!$CX$49:$CX$113
As this worksheet has been deleted from your attachment, it's impossible for us to check the source data, but it looks like there is only partial 'Baseline' data, hence only a partial blue line.

Ah, was wondering if the different series had any effect and it seems that the ranges are different sizes, leading to different plot length.
