A value filter will hide rows or columns, but only if all their values don't meet the criteria. In this case, there are 1's in every column, so all values will show.
What you are after looks more like conditional formatting. Select the values and create a conditional format that uses a formula like
=F3<2
and set it to custom number format ;;; or white font on white background.

As I said, filters in pivot tables look at the whole row and the whole column. They won't do what you want. The cell for Row label CCCCC in Month 2 is visible in the table, so its value will show. The only way I can think of is to hide it with formatting.
Maybe you can step back a bit and explain the bigger picture of what you would like to achieve.

If you slightly modify the field settings and change the display to "Classic Pivot Table" layout, you can filter for months with values >=2.
