Conditional Formatting in graphs for 2013 excel

Hey, I wanted to set the below file up with conditional formatting to show if a target goes under target, the bar will turn red, and if it goes over target, it will go green. I have tried numerous methods, and none are working.

The target in the file should be a line, so please ignore the fact its a bar "done this online".

    Any help would be great
