How to create risk matrix chart in Excel?

I have some items, I would like to display them in risk matrix chart in Excel.
Every item has two ratings from 1-100, one on 'x' axis and the other one on 'y' axis.

I would like the graph to look something like this:

The only way to do is which I managed to figure it our so far is to create scatter chart and put image which I've created in Photoshop in the background.
But the problem is that in this option if I want to resize it, graph it is not accurate anymore.

Any other way to do this in Excel (possibly without background images)?

assuming you can already insert the picture that you wanted in background, have you tried changing chart area move properties?

He shows how to create a combination XY scatter + stacked area chart to create the background "quadrants" underneath the main data points. Since XY scatter and Bubble chart (like you are showing in post 2) are so similar, this should be easily adapted to the bubble chart you suggest that you want.
