What kind of graph is this?

I want to create a graph that looks like the first one in the attachment, but I don't know how. I don't even know what to call it so that I could look it up in Google. So far all my attempts have been fruitless. Can anyone out there steer me in the right direction?

    Hello
It's tricky to explain in a few words but basically the first chart is a bar graph with one series on the secondary axis and formatted accordingly. I've put together an example of it in the attached file. I hope it gives you a few ideas as to one way to do this. Please ask if you need any clarification.

DBY, that chart looks great. But I can't figure out how you get the +/- numbers onto a secondary axis, with no data plotted?

    Hi rw2
If you look at the 2008 series on the secondary axis, its Horizontal axis is the '+/-' column of data. Display the secondary Horizontal axis to show those values.
