Stacked bar chart?

I don't know if this is possible.
I spent a long time troubleshooting a system where every measurement was within acceptable parameters. It was only after long study that we noted that many measurements were at the edge of acceptable and combined caused the problems we were seeing.

The graph in my sample is fake, just a drawing to show what I am trying to accomplish, no relationship to the data.
The red is overall range, from MIN-25% to MAX+25%.
The green is acceptable range from MIN to MAX
The white dot is the MEASURED and the black dot is the IDEAL

I don't need any data shown on the graph, just the visual.

Any ideas?

You might be able to use a multi series bar chart as in the attachment.
