Secondary axis excel 2013

I'm working on an exemple file from windows availabe formats "Expanse Budget" but I'm not achieving to make some changes as:

I want to delete the empity space after the Total Columns. It apears that this space is meant to have another plot comlumn but there is nothing there.

I want to put the Total columns as secondary axis once their value are in a major scale then the rest of the previus columns.
