Dynamically Graphing using Offset leading to odd behavior

I am using OFFSET to Dynamically graph data based on Pivot Table Slicer Selections. When I graph the data where the returned value is not equal to "". I have one chart that will graph the 'in between' date ranges even though they are not in the charting area. This first graph uses the offset function.

A second graph graphs uses the off set function as well except the difference is the second graph graphs one extra row. As you can see in the attached excel this changes the format of the graphs.

One graph graphs the seemingly non existent months while the other graph skips over the missing months and adds a space at the end. Even though they are both graphing the same exact data.

Can any explain why the first graph graphs the gaps and why graphing an extra row will remove these gaps?

Also, any fixes to this so it works correctly? (no gaps at all)
