Pivot Table Question

I have a pivot table and chart as attached. It has:
Rows = Sections
Colum’s = decks
Values = signal types
Currently it is displaying values for all systems. I want to be able to filter on specific systems which I can do by dragging the systems field into the filter. However my rows and columns realign to the data specific for that system as you would probably expect, except if possible id like to keep the full columns and rows data in my chart as its effectively the axis for my 3d chart and provides a good visual overview of the density of signals with respect to the overall landscape.
Is there anything I can do to make this so?

Ive created a non sensitive excel book to hopefully show what im looking for.

You will see the top pivot table shows all systems, this is great and works fine.

The bottoms pivot table is filtered to show only one system. But if possible id like the bottom pivot to still show the same chart ranges, i.e 1-10 and A-I as these actually represent geographical coordinates. It would be nice to see where that systems data sits with respect to the full geographical landscape in isolation from the other systems. But currently all it does is shows from 1-4 and A-B as it only has data I those coordinates
