Stacked chart

In the attached file, how can I get the industries for 2015 and 2016 to stack together under the corresponding state? For Example NY Infrastructure 2015 and 2015 to be stacked in one bar, then NY debt 2015 and 2015 to be stacked on another bar, etc... Thanks!

I'd go that way:
0) prepare sums of 2015 and 2016 for each state and category
1) use sums as next series in the chart (chart 1 in attachment)*
2) first series (Infrastructure 2015) formatting - > display on secondary axis (chart 2)
3) deleted secondary axis (see result on chart 3)
4) series Debt 2015, and next series for 2015 formatted to be plotted on secondary axis (chart4)

This way we got what was needed - regular column chart with 2 stacked columns for 2 years in each category
I left changing colors etc for your taste (default colors are rather not very esthetic here - may be lighter shades of given color for 2015 and deeper for 2016 in each category would be a good idea?)

*) As I'm lazy, I moved rows with sums between data for year 2015 and 2016 and then selected a chart and extended data area from rows 2:6 as it was originaly to 2:11 Once got all 10 series on the chart I moved 2016 back below 2015 (sums were moved down, and I moved sums even a row more to separate from original data)
