how to make verticle variable a horizontal one

Hi, I'm currently trying to do an analysis on a spread sheet, which is proving a little difficult because one of the variables was put into several column headings
instead of a list

I've attached a copy of what I am trying to do
the locations were put as a variable across the top with the number of people in each location with the same age and gender (and other variables not shown)
I've currently been manually inputting them as seen in the bolded box
but as I have a few thousand entries, this is obviously not ideal
so I was wondering if there is formula or something that does the same thing
