Plot dates of campaigns on a line graph

Simply add a data series for each "campaign". For example, for the "f" array, add a column where the cells corresponding to labels 49 to 8 are blank, the cells corresponding to labels 9 to 12 contain 1120 (or whatever value you want), and the remaining cells in that column are also blank. Add that column as an additional data series, then format as desired (arrow and line color and all that).
