getting the right chart

Hi guys,

I have attached a test spreadsheet, I am trying to get the correct layout i want,I would like the 'department' across the bottom axis then the year above that (still on the bottom) and then be able to split the chart by revenue for each office for 2016 only. So the bars will be 'revenue' and 'expenses' next to each other.
