Excel cannot do (using its built in functionality) a proper 3D scatter/surface chart. Excel's surface charts can only treat the X (category) and Y (series) as text/category data and cannot treat them as numeric. Depending on exactly what you are trying to do you can:
A) Use a more robust 3rd party charting application that has more robust 3D scatter/surface charting options. If this is something you will need to do frequently and with varying inputs and such, this might be the easiest and best solution long term.
B) You can include rows/categories for 10 to 499, then figure out how Excel is going to treat the blanks entries and see if you need to do something more (interpolate maybe) to get the right rendering of those points.
