Bar graph with percentages

Hello, for whatever reason I am struggling with recreating graphs similar to those on page four:

I can make bar graphs, only I cannot figure out to get the percentages to show up like they do on here. Can someone please explain this? All steps I find online aren't helping me at all. A thousand thanks for your help! I'm sure this is an easy thing to do!

If you are referring to the data labels, it should be as easy as adding data labels to each data series. In 2003, you can add data labels from the "format series" dialog.

Is that what you are looking for, or am I missing something?
