changing labels

I would add a couple helper columns for your chart:
In O8, enter:

In P8, enter:

and copy down - format as %

Now use O8:O14 as the source range for your chart series. Add the Data Labels, then in Label Options > Label Contains, select "Value From Cells", and select range P8:P14.

You could add a second data series (with zero values) and plot on a secondary axis, then format this secondary axis with a minimum value of your start date, a maximum value of your end date, and a major unit value of the interval between them. Format the axis label position as Low.

Format the primary axis with minimu value 0, maximum value 8, and major unit 1.

End result looks pretty close to what you wanted
