difficult data to make a chart

So much depends on exactly what you are trying to communicate with the chart. I don't think I can provide a detailed recommendation.

If you question is mostly about the mechanics of creating any kind of chart, I might suggest you start with something like this: http://www.excel-easy.com/examples/line-chart.html This should walk you through the basic steps to create a line chart (my first guess for a suitable chart type for this data). After creating the chart, you can browse through the basic formatting menus to get a feel for what formatting options you have.

I note that all of your data are text strings. Probably the first thing to do is to convert those text strings to numbers. If possible, I would do this as part of the data importation/entry step. As you have it, applying your favorite "convert number stored as text to number" strategy could be applied. If you are not familiar with these strategies, try:

1) Enter 1 in a cell.
2) Select this cell-> copy to clipboard
3) Select data -> Home -> Paste -> Paste special -> Multiply.
