    Centering vertically in a pivot

See the attachment for more clarity, but the basic issue is one of formatting. In Sheet1 is a pivot table, converted to values. I turned on "Repeat all Item Lables". In the "Structure FY18" is the format my boss likes. He LOVES to merge cells, which is a nightmare for me. So, I want to go from the values in Sheet1 quickly and easily to the format (or a similar format) in Structure FY18. Any good ideas (other than replacing my boss)? Interested in a technique I can reuse, not a one time fix.

I think PowerQuery/PowerPivot (free add-ins from MS for Ex2010) could be used

I have PowerPivot, we're locked away from Power Query for now. How would I do it in PowerPivot?

I think you'll have to replace the boss
This is a technique you can always reuse
