"Show items with no data on rows" grayed out on PivotTable Options in 2016

I have searched for this, and cannot find an answer for 2016. The PivotTable Options menu is a little different from the other versions compared to 2016.

The checkbox is grayed out for "Show items with no data on rows" and "Show items with no data on columns" in the PivotTable Options. I cannot figure out why. Help?
