Pictograph that changes color/picture once a value is given

Hi I'm fairly new here and I want to ask for help regarding the use of Pictographs in excel. Currently I have a basic knowledge on making basic pictographs in excel here is what I am trying to do:

data 1|:
the cool emoji would represent the target say 5

if say out of the 5 target data. 2 have already been accomplished the pictograph would then look like this which is represented by the smile emoji

data 1|

I was planning on making use of the Bar graph and converting it to a pictograph like the other tutorials but this will do. But I would still be open on any help on how to do it in the chart function of the excel.

yes sir like that one. but i am having a problem with controlling the value of each picture. in this case, I want one picture to be equal to "1"
