It seems like it should be a simple matter of manually choosing the maximum value for the Y axis rather than letting Excel automatically choose the max value. Have you tried formatting the axis to have a max value twice what your specified column height is?

ASsuming you are still using 2007 as indicated by your profile:
1a) Right click on the vertical axis and select "format axis"
1b) or Click on the chart Format ribbon, select the vertical axis from the list of available chart elements, and select format selection.
    2) Among the axis properties in the format axis dialog should be maximum (and minimum and divisions). Select "fixed" next to maximum and enter a value in the text box.

If you are not using 2007, then it should still mostly be the same, other than I don't know where the "format axis" dialog will be hidden in the other versions. Don't be afraid to search the help files for help on formatting chart elements: https://support.office.com/en-us/art...3-f9ce41df0021

You may want to update your profile to show that you are using 2016.

If the vertical (value) axis does not appear in the list of chart elements, that suggests that you have deleted it. In order to add the vertical axis back in, find how to "add or remove chart elements" dialogs/buttons/controls. This is for 2013, but I think 2016 is similar: https://exceljet.net/lessons/how-to-...chart-elements
