As one who almost always does this so that the legend sits inside of the plot area, I have found that, once you "break" the link between "adjust the plot area so that the legend fits outside the plot area", Excel cannot recreate that link. Adjusting the plot area after placing the legend is one way to break this link. The other would be to manually drag the legend to a new location.
I do not usually want to recreate the link, so I am not sure how best to do it. The most success I have had is to recreate the chart. As you say, it would be nice to have the necessary formats in a "base case" template, and Excel will allow you to save a chart template that you can apply to new charts:
