Excel does not like to create charts without at least one data series. Even if the cells are blank, you will need to select cells for at least one data series to get a chart generated. I am also not sure why you don't have the data for the corners of the polygon (even if you just read them off of your picture). Here's how I would make this chart:
1) Create table of x,y points for the polygon:
2) Select this table and insert scatter chart - lines without markers.
3) Format scatter chart as desired. (axis limits and whatever other formats need to be made).
4) Enter x, y data for test point in a convenient pair of cells. (or at least decide which two cells are going to contain the x,y data for the test point data series).
5) Using Select Source data dialog, add a second data series for the test point.
6) Format this newly added data series so that it has a marker (maybe no lines).
Is that even close to what you are trying to do? What do you get stuck on?
