Thank you for the quick reply, I apologize for not asking the question correctly. I'm trying to determine which domain in column A is improving the most (or decreasing the most) from 18'Q1 - 18'Q4. I was hoping to get a percentage for each. Maybe something like this... (see attachment)
Once I find the percentages I can say "Care Transitions shows the largest improvement over FY18' and Communications about Meds shows the greatest decrease over FY18', lets concentrate our improvement projects on this domain." I hope this is helpful.

I am not understanding what you are trying to do. If the numbers in column G are the results you expect to obtain, I cannot see how you are obtaining those numbers. I find that these kind of problems are often more algebra than programming. Usually, it seems that the programming task of calculating percent change, and then ranking/comparing those changes is straightforward, once one understands how they would like to calculate percent change. In your case, I don't understand how you want to calculate percent change.

As these tutorials show, percent change is usually expressed as some kind of "how much change" divided by "the starting value" or (final-initial)/initial=%change. I cannot tell what you intend to use as initial and final values for each row.
