Bar Chart to track gallons saved

Hello -

I am trying to create chart that tracks airline gallons saved per initiative. Different initiatives kick in during different years. I want to show any gap years as blanks. I have attached a spreadsheet that
hopefully adds clarity to what I want to do. Any input would be greatly appreciated.
