Scatter Charts with Titles for each data point on the chart space

So I've been struggling for a while trying to achieve a certain type of plot and have come across a number of different hurdles. The data I'm trying to graphically represent is a risk assessment Chance of Occurrence vs Risk Severity.

It is quite hard to explain the type of graph I am trying to produce and I just can't figure out where or how to achieve this.

the picture attached (excuse the paint style mark up) shows the type of graph I am aiming for.

I have tried looking into doing this by adding each point as a manual series which produces the correct look to the chart...

However this does not show the labels on the chart space. something like the following picture is almost exactly what I am after...

I tried to achieve this through Power View but seem to be unable to install it on office 365? so I have also looked at using Microsoft's "Power BI Desktop" but just hit a brick wall of not knowing where anything is?

If you know of any solutions to this, either how to install the addon "Power-view" or if there is a way to achieve this without it, the help would be much appreciated!

I've added the first Data Label for the 1,5 point which is Ref #8 in A9.

Right Click the Data Series and choose the Marker options to increase the size of the circle

I'm not so bothered about the appearance of the points themselves, however it's the fact that the spreadsheet is to be populated by maybe 100 entries. there must be a way of streamlining this process rather than having to do it all manually. I understand how to make the chart Dynamic so to include new entries as they are added to the table automatically, it's more the actual set up of the graph. does that make sense?
