Enable scroll bars to show list basis conditions

Hi Forum,

Need help in getting the scroll bars working with the formula in the cell to show the list of folks in the particular category.

Attached is a 9 box model with segregation activity complete, if you refer to sheet "With Scroll Bar", need your help in getting the scroll bars to work with the formula in the colored box ranges.

I tried using offset formula but was not successful, also tried to create scroll bar specific lists on another sheet but was not able to get dynamic filtered data as this template needs to be automated so that anyone can work on it.

There will be multiple input excel files as these and i have prepared another master sheet using Power Query to merge all the table data into one and hopefully with help received here be able to make scroll bars work on the master sheet as well.
