Badly Constructed WookBook

I'm hoping I can get some help please.

My manager has asked me to take the attached data and pull trends and make charts, etc.
However, when I look at this data, all I see is "Why did you put it together like this?". I'm not sure what the person was thinking when they built this workbook. It seems very counterintuitive to what we want out of the data, but alas, it is what I have to work with, so...

HOW? Is there a simple way to pull this data and build the charts and trends? Am I just not seeing it?

Examples of what my Manager will want from this data:
How many Pipefitter Journeymen on Day Shift answered Question 1 "Sometimes"?
How many Welder/Burner's that have been here over 5 years answered Question 5 "Almost Always"?
Etc. Etc. Etc.

I expect slicers may come into play at some point, but first we have to pull the data correctly so it can be manipulated, no?
