Reverse Overlay Order of Chart Labels

Am trying to compare last year's numbers to this year's numbers by week in a chart - blue bar with black label is this year and red bar with yellow label is last year. Excel defaults to positioning the yellow labels in front of the black labels, and I cannot find any setting or alignment option to change this. I am wanting the black label to lead so that in instances of the attached picture this year's number is never obscured. Can you please advise? Would be great if you could word-wrap behind/in front of text with labels but not finding a way to do so and most of my Format Data Labels > Alignment tab is greyed out.
