Using a scatter-plot to create a risk heatmap

I am trying to familiarise myself with scatter-plots for the first time, and have been following some guides on this forum to get to where I am now.

In my table, each row represents a different ‘risk’, with a 1-4 score for ‘Impact’ and ‘Likelihood’. I have managed to plot my data, using a bit of formula to randomly generate the decimal ‘coordinates’ so that there are no overlaps.

The issue I now have is, the chart doesn’t seem to want to pull through the Risk ID from column A. This is important, as I’d like to show the Risk ID as a label, and also to colour-code the two plots for each Risk in order to show the relationship more clearly.

I have tried editing the ‘Legend Series’ by dragging down column A but this doesn’t line up correctly (it adds every Risk ID to every plot, for example).
