Is there a specific part of creating a bubble chart that you are uncertain about?
A bubble chart in Excel is kind of like a scatter chart, in that both the horizontal x axis data and the vertical axis data are treated as numbers. So, a bubble chart will usually involve three columns (rows) of data: one column (usually the left column) for the horizontal position, a second column (usually middle) for the vertical position, and a third column (usually right) for the bubble size:
Select the three data columns -> insert chart -> bubble chart. Check that Excel interpreted the data series correctly. If you use this sample data, you should have a bubble chart with 4 bubbles, one in each of the four quadrants of the chart (assuming Excel defaults to "axes cross at 0"). Expand on that as much as needed.
